The root site, commonly installed at the core of the SharePoint environment (https://<designator>.sharepoint.com) is designed to be used as a stepping stone to the other applications used.
The front page consists of a grid of images which link off to different applications and utilities and can be simply edited by someone with the appropriate permissions and capabilities.
